It could not establish any conclusive evidence as why others can't be karsevaks. There is a difference between VHP leader and a karsevak. You will not find any previous connection of karsevak with the VHP. You are jumping to conclusion which suits what you want to believe. We can only safely say for the children victims that they were not karsevaks, same can't be said about others.<br /><br />Your information is incorrect on second count as well. The bodies were never handed over to VHP at any stage. The VHP leader was allowed to accompany the trucks to Sola Civil Hospital from Godhra. 4 bodies were given to the families at Godhra itself and remaining 54 were brought to Sola Civil Hospital where the family members of victims were present.<br /><br />Apart from 19 bodies that could not be identified, rest were claimed by the family members. 25 bodies alone were taken by the residents of Ahmedabad. The documents clearly shows that dead bodies were claimed by the family members at Sola Hospital and not the VHP leaders.<br /><br />There was a need to conduct DNA testing on remaining 19 bodies that were burned beyond recognition. These bodies were cremated at Gota cremation ground with the help of Sarpanch of Gota by the local authorities and police officers. At no time VHP took any bodies. All this is mentioned in the SIT report. Anybody who answers the call of VHP and joins the Ayodhya movement is called Karsevak.<br /><br />It is quite possible that a lot of Karsevak had no prior connection with VHP. Its not surprising. VHP does not keep record of everyone who joins the Ayodhya movement. Frankly it is impossible to keep track of thousands who join the movement.<br /><br />You may also want to go through handing over the bodies. The VHP leader was allowed to accompany the bodies to Ahmedabad. The trucks were escorted by the Police.
